This report sets out the policy intention behind the Bill and gives a brief overview of its main provisions, the Scottish Government’s consultation and the Committee’s scrutiny. It goes on to consider the likely impacts of the Bill on public involvement in NHS Scotland and the accountability of health boards and their members. In the remaining sections, the report considers the Bill’s provisions relating to the composition of health boards, arrangements for health board elections, the pilot and evaluation process, the Financial Memorandum and powers to make subordinate legislation. The Committee’s conclusions on the principles of the Bill are given at the end of the report.
