About the consultation

In May 2019, the Cabinet Secretary for Environment, Climate Change and Land Reform made a statement in the Scottish Parliament that a Deposit Return Scheme would be introduced in Scotland. The Scottish Government confirmed its intention to introduce a scheme in its Programme for Government in September 2019.
The Draft Regulations were laid in Parliament on 10 September 2019.
The Regulations were referred to the ECCLR Committee for consideration. At its meeting on 3 September 2019, the Committee agreed its approach to consideration of the proposed draft regulations. The Committee agreed to issue a public call for evidence and to invite key stakeholders to submit their views.
The Regulations were laid in Parliament on 16 March 2020.
The Committee consider the regulations to establish a Deposit and Return Scheme on the morning of Wednesday 29 April via a remote meeting. That meeting will be broadcast live. Papers for the meeting will be published on the Committee's homepage by close of play on Friday 24 April.

The deadline for the Committee to report on the Deposit and Return Regulations is yet to be confirmed (the Parliament is focussed on critical business only in relation to Covid-19).

The Committee will consider the motion on the regulations, once laid, and plans to hear from the Cabinet Secretary and report by the deadline. The Committee will publish the date for consideration of the motion, once confirmed.
