Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

*S4M-13283 John Finnie: Transition Black Isle Million Miles Project—That the Parliament congratulates Transition Black Isle on the success of its Million Miles project; understands that the initiative’s aim was to cut car use on the Black Isle by 1 million miles per year by encouraging increased usage of cycling, public transport and lift sharing; further understands that Transition Black Isle achieved what it considers this phenomenal target through the active participation of local people, including 471 events organised as part of the Million Miles project, which was attended by 5,369 people; believes that Transition Black Isle serves as a wonderful example to other community groups, encouraging a more sustainable travel model, and looks forward to its continued good work on the Black Isle.

*S4M-13282 David Torrance: Scouts Promote Diversity and Equality at Pride Festivals 2015—That the Parliament congratulates the UK Scout Association and FLAGS on promoting the rights of LGBT people as well as their ongoing commitment to encourage Scout groups to become more inclusive; understands that FLAGS is the National Scout Active Support Unit supporting the recruitment, retention and ongoing support of LGBT adults within Scouting in the UK; notes that in summer 2015, the active support unit will take part in Pride festivals across the UK, including Pride Edinburgh, which takes place on 20 June; believes that, by 2018, FLAGS aims to have members based in every county and district, offering education, advice and support to all young people and adults that are members of the Scout Association on issues around sexuality, as well as providing expertise on this to the UK Scout HQ and national teams; commends the work of FLAGS, which it believes will contribute toward a more inclusive, equal and diverse society, and wishes the UK Scout Association and FLAGS the best of luck in their future endeavours.

*S4M-13281 Patrick Harvie: Potential Loss of The Arches in Glasgow—That the Parliament notes what it considers the huge contribution made by The Arches to arts and culture in Scotland, and expresses deep concern at the potential loss of the venue following a decision by Glasgow City Council licensing board to prevent it from operating past midnight; notes the open letter, signed by more than 400 people from the arts community in Scotland and sent to the Cabinet Secretary for Culture, Europe and External Affairs, the chief executive of Creative Scotland and the chief executive of Glasgow Life, which expresses concern at the "catastrophic impact" that the loss of The Arches would have on the cultural life of Scotland; notes also the pubic petition that has attracted more than 37,000 signatures calling for the licence to be reinstated; considers that The Arches has gone to great lengths over the years to act as a responsible venue and that problems relating to drug use would be in no way addressed if The Arches’ customers simply moved to other venues in the city, and urges Glasgow City Council, Glasgow Life, Creative Scotland and the Scottish Government to take urgent steps, including reinstatement of the licence, to secure the future of The Arches both as an arts venue and as part of Glasgow’s vibrant social scene.

*S4M-13280 Gil Paterson: 75th Annual STUC Youth Conference—That the Parliament notes that the 75th annual STUC Youth Conference will be held in Clydebank on 13 and 14 June 2015; sends its best wishes to all delegates for a successful and memorable conference; understands that this will be the first to be chaired by a person of proud Scottish and Pakistani heritage and of the Muslim faith, Usman Ali; believes that the 77th STUC Youth Committee has delivered successfully its work plan for Scotland’s Young People, Young Workers and Young Trade Unionists; notes that the STUC has worked with the Scottish Youth Parliament and Young Scot to organise a day that aims to showcase the role of young people in society, and understands that this will be celebrated on 13 June.

*S4M-13279 Margaret McCulloch: The Scottish LGBTI Awards—That the Parliament welcomes the announcement of the Equality Network’s first Scottish LGBTI Awards, which will take place at the Grand Central Hotel in Glasgow on 10 September 2015; notes that the annual awards seek to recognise and celebrate those who have made a positive contribution toward lesbian, gay, bisexual, transgender and intersex (LGBTI) equality and human rights in Scotland; recognises that Scotland has seen considerable progress on LGBTI equality in recent years thanks to the hard work of many people and organisations from across society; acknowledges that there is much still to do before LGBTI people have full equality in the law and society; believes that these awards will provide well-deserved recognition for those who are working for LGBTI equality, and hopes that they will also inspire others to work for progress in the future so that Scotland can become the fair and equal country everyone wants to see.

*S4M-13278 Hugh Henry: Scottish Huntington’s Association—That the Parliament recognises what it sees as the immense medical, social and emotional challenges faced by people living with Huntington’s disease; understands that the number of people in Scotland being diagnosed with this devastating rare brain condition has risen by 55% in the last three years; notes the Scottish Huntington’s Association’s call for a national action plan to address this; acknowledges that there is still much to do to ensure that each person in Scotland with the condition, and their families, receives the same level of care and support regardless of where they live; commends the role of the Scottish Huntington’s Association in aiming to strive to provide the best level of care to people living with the disease, and wishes the association all the best for the future.

*S4M-13277 Jim Eadie: Ireland’s Historic Yes Vote—That the Parliament recognises the passing of the Thirty-Fourth Amendment of the Irish Constitution (Marriage Equality) Bill 2015 on 22 May 2015; celebrates the fact that 62% of people voted in favour of legalising same-sex marriage, a majority of almost two to one; notes that Ireland is the first country in the world to formally recognise same-sex marriage through a popular vote; recognises the considerable efforts that it believes groups such as Yes Equality: The Campaign for Civil Marriage Equality, along with the many thousands of LGBTI rights’ activists, put into persuading the people of Ireland to vote for same-sex marriage; considers that this is a great time for Ireland to celebrate further advancement of its LGBTI equality rights, and concludes that, while it considers that this is a sign of significant progress for LGBTI equality rights in Ireland, there is still more to do to secure full equality in law and society.

*S4M-13272 Kevin Stewart: Maintain Neonicotinoid Ban—That the Parliament notes with concern attempts to lift the ban on the use of neonicotinoid pesticides; understands that in 2013 the European Commission banned the use of three neonicotinoids, clothianidin, imidacloprid and thiamethoxam, on flowering plants after a separate body, the European Food Safety Authority, found that exposure to the chemicals created “high acute risks” to bees; recognises the important role that bees play in the pollination process and believes that they must be protected, and urges the Scottish Government, the UK Government and the European Union to ensure that the ban on neonicotinoid pesticides remains in place.

*S4M-13263 George Adam: World MS Day—That the Parliament acknowledges World MS Day as research by the MS Society reveals that many people are misdiagnosed and live in uncertainty for years before MS diagnosis; notes that the survey of over 1,500 people with MS across the UK found that 81% had been misdiagnosed by their GP, more than a quarter were told that they had a trapped nerve, one in 10 were misdiagnosed with depression or anxiety or stress and a further 11% were told they had had a stroke; notes that the MS Society is highlighting the importance of GPs recognising the warning signs and referring people promptly to a consultant neurologist who can then make an accurate diagnosis; further notes that the society is calling for the role of specialist nurses to be recognised, and while it considers that the commitment from the First Minister for an additional £2.5 million investment in specialist nursing and care is welcomed, it would be helpful for further guidance to be published on how this will help those diagnosed with MS.

*S4M-13261# Rhoda Grant: Carers Week 2015—That the Parliament welcomes Carers Week 2015, which runs from 8 to 14 June and is supported by Carers Scotland, Carers Trust Scotland, Independent Age, Macmillan Cancer Support and the MS Society; notes that the week aims to raise awareness of carers at national, regional and local levels in order to improve their lives and the lives of the people that they care for; further notes that this year’s focus is on building carer-friendly communities that aim to support carers in looking after their loved ones while at the same time recognising that they are individuals with needs of their own; understands that around 759,000 people in Scotland, one in eight of the population, are caring for a loved one, and that many face challenges, including financial hardship and ill health; recognises what it sees as the contribution that they make to families and communities in the Highlands and Islands and throughout Scotland, including saving the NHS a reported £10.3 billion annually; hopes that the week will be a success in promoting both carer and young carer awareness, and considers and values carers as esteemed members of society.

*S4M-13259 Stuart McMillan: Queen Mary 2—That the Parliament acknowledges the visit of Queen Mary 2 (QM2) to the River Clyde on 21 May 2015; notes that the arrival of QM2 at Greenock Ocean Terminal highlights the historic link between Cunard and the Clyde; further notes that some of the most famous Cunard ships have been built on the River Clyde, which include Britannia, Hibernia, Russia, Servia, Lucania, Campania, Lusitania, Aquitania, Queen Mary, Queen Elizabeth, Caronia and Queen Elizabeth 2; understands that Greenock has welcomed Cunard home to where the company began 175 years ago; notes that the QM2 is one of the 56 ships that are expected to visit Greenock this year, and recognises the current achievements of Greenock Ocean Terminal as it welcomes a record-breaking number of ships this year.

S4M-13253 Rob Gibson: Unacceptable Rural RBS Bank Branch Closures—That the Parliament condemns what it sees as the slew of closures by the Royal Bank of Scotland (RBS) branches across Scotland and considers that closures in rural and remote areas such as Invergordon, Lybster and Lochinver will disadvantage customers and the economy there disproportionately; understands that, in 2014, RBS, which is 84% owned by the public, paid out £588 million in bonuses, and therefore calls for a small percentage of that bonus to be set aside to make sure that branches remain open, thus offering a continuing vital service to existing customers and making sure that those in meaningful and gainful employment are not forced out of their jobs.

S4M-13230 Kenneth Gibson: Boost to Bursaries—That the Parliament welcomes the decision by the Scottish Government to increase student bursaries from £17,000 to £19,000 for households earning under £24,000; understands that this move has been warmly welcomed by NUS Scotland, whose president, Vonnie Sandlin, stated that the "announcement is a strong recognition of the importance of student support to improving fair access and a step forward in boosting the amount of money the poorest students have”, and believes that the Scottish Government’s decision is a positive step toward tackling educational inequality and in keeping with the proud Scottish tradition that education should be based on the ability to learn, not the ability to pay.

*S4M-13230.1 Liam McArthur: Boost to Bursaries—As an amendment to motion S4M-13230 in the name of Kenneth Gibson (Boost to Bursaries), leave out from "student bursaries" to "inequality and" and insert "the eligibility thresholds for receiving maximum student bursaries from £17,000 to £19,000 from 2016-17; considers however that this is long overdue; understands that the upper threshold for receiving a maximum bursary in England is £25,000 and that the offer by the Scottish Government falls far short of this; notes the announcement by the Scottish Government that bursaries for higher education students from Scottish households will increase by £125 from academic year 2015-16; believes that this means that a Scottish student starting their degree in September 2015, from a household earning a total of £16,999, will receive a yearly bursary of just £1,875, compared to a young English student from a household with total earnings up to £25,000, who will receive a bursary of £3,387 for the year, and does not believe that this is".
