Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.
Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.
Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.
Motions and amendments can be published with various symbols
- Asterisks before the motion or amendment number indicate a motion or amendment published for the first time
- Asterisks also identify alterations to the text of a motion or amendment made since it was first published
- A hash symbol identifies motions eligible for debate at Members’ Business
- A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support
- An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.
The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.
Any questions in relation to this section should be directed to the Chamber Desk

*S4M-12567 Lewis Macdonald: Congratulations to Scotland’s Kyle Coetzer—That the Parliament congratulates Kyle Coetzer from Aberdeen on his score of 156 for the Scotland cricket team in its World Cup defeat against Bangladesh at the Saxton Oval in Nelson, New Zealand on 5 March 2015; notes that his innings, which included 17 fours and four sixes, was both the highest score by a Scotland player in a one-day international and the highest by a batsman from an associate nation in the tournament’s history; recognises that Kyle’s batting performance contributed to a final score of 318-8, Scotland’s highest at any World Cup, and wishes him, and the rest of the team, the best of luck for their final matches, which will be against Australia and Sri Lanka.

*S4M-12556 Christina McKelvie: Unemployment Benefit Sanctions—That the Parliament notes with concern figures released by the Department for Work and Pensions that record a 36.6% rise in the number of people in Lanarkshire who, between 2012 and 2014, had their unemployment benefit reduced; further notes that 18,194 sanctions were recorded as being imposed between October 2012 and September 2014; believes that this increase is due to the stringent rules introduced by the Conservative-led UK administration; notes that, between April and December 2014, the number of people in Scotland using food banks is believed to have dramatically increased to more than 73,000, including 22,258 children, and calls for a change of what it sees as a disastrous policy.

*S4M-12549 Margaret McDougall: Prestwick in Space—That the Parliament congratulates Glasgow Prestwick Airport on being one of the five places shortlisted for the UK Government’s spaceport initiative; notes that one shortlisted airport, Stornoway, has already pulled out; considers that this initiative would be a game-changer not only for Prestwick but for the Ayrshire economy and would bring considerable economic benefit; believes that this would both allow Prestwick access to space tourism and allow Ayrshire to capitalise and play a key role in satellite launching and manufacturing and in the space science sector, which is currently earning £11.3 billion in revenues, and considers that Prestwick has all the attributes required, including runway length and weather reliability, with the UK Government’s consultation report suggesting that it has better transportation links than other shortlisted Scottish airports.

*S4M-12548 Angus MacDonald: The Kelpies Win Landmark of the Year—That the Parliament welcomes the results of the BBC Countryfile Magazine awards 2014-15, which has seen what it considers the iconic Kelpies set in the Helix Park between Grangemouth and Falkirk awarded the Landmark of the Year category; understands that visitor numbers to the Helix and the Kelpies have far exceeded expectations in the first year of opening of the facility, which were estimated at 350,000 per year, with however some 680,000 visitors by the end of September 2014 and a projection of in excess of 950,000 in its first year, up to the end of March 2015; notes that two other awards were given to Scottish winners, Nature Reserve of the Year to the Bass Rock/Scottish Seabird Centre and Rural Pub of the Year to the Steam Packet Inn in Isle of Whithorn in Dumfries and Galloway; understands that the awards celebrate the best of the countryside, and trusts that more awards will be received by deserving Scottish nominees in future years.

*S4M-12547 Jackson Carlaw: Fully Informed Consent Announcement for Mesh Implants Welcomed—That the Parliament welcomes the further announcement by the Cabinet Secretary for Health and Wellbeing on 3 March 2015 that mesh implant operations will only occur where there is “fully informed consent” on the part of the patient; believes that, while this is a step forward, such operations however limited in number can often lead to complications arising from the device itself or the medical procedure and that these have proved deeply damaging and complex and represent risks not always fully understood by patients; notes that the cabinet secretary’s predecessor, Alex Neil MSP, formally called for a moratorium in June 2014 but that some NHS boards have continued to offer the operation; expresses serious concern that the Medicines and Healthcare Products Regulatory Agency has continued to rely on a University of York report from 2012 to underpin its lack of support for a moratorium, a position that has, in turn, given false reassurance to NHS boards; believes that evidence given to the Public Petitions Committee on 24 February 2015 illustrates the inadequacy of this report; notes that the report constituted only a “literature review” undertaken by three people, with no fresh call for evidence from patients and for which only £40,000 of funding was made available; applauds the work of the petitioners, Elaine Holmes and Olive McIlroy, and fellow campaigners for their work in bringing this issue to the Public Petitions Committee and wider public attention; considers that the complications caused in thousands of mesh implant cases demand that the call by the cabinet secretary for a moratorium be observed, and calls on the Scottish Government to ensure that, in future, women in Scotland are not put at risk by the immediate and as yet unquantified possible long-term health complications caused by polypropylene mesh medical devices.
