A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

*S4M-12546 Richard Simpson: Bilateral Trade with Taiwan—That the Parliament understands that Scotland and Taiwan’s historical relationship is derived from the visits of Scottish medical missionaries to Taiwan who fostered its modern medical services in the 19th century and is marked by continuous links in trade, tourism, culture and higher education; further understands that Taiwan was the second largest export market in Asia by value for Scotch whisky and that the exportation increased by 39% to reach £91 million in the first half of 2014, even when the overall trend was downwards according to the Scotch Whisky Association; believes that Taiwan occupies an important position in the global economy, ranked as the 17th-largest exporter and 18th-largest importer of merchandise worldwide in 2012 according to the World Trade Organization; considers that there is still great potential to explore in trade between Scotland and Taiwan; believes that trade facilitation and the promotion of free trade agreements serve as vital engines for growth and shared prosperity; notes that the European Parliament adopted a resolution on EU-Taiwan trade relations during its plenary session on 9 October 2013 in Strasbourg, which urges the European Commission to begin talks with Taiwan about an agreement on investment protection and market access so as to deepen economic and trade relations between the EU and Taiwan, and welcomes this resolution, which it considers an effective method to strengthen mutually beneficial economic cooperation. *S4M-12545 Kevin Stewart: Lone Parents and Benefits Sanctions—That the Parliament notes a recent survey by the Public and Commercial Services Union (PCS), which found that 82% per cent of Jobcentre Plus staff feel uncomfortable pressure to sanction claimants; understands that 81,980 people in Scotland were affected by 143,671 benefits sanctions by the Department for Work and Pensions (DWP) between October 2012 and September 2014; recognises that the Welfare Reform Committee has found that lone parents will be roughly £1,800 worse off annually as a result of UK Government cuts; welcomes the Scottish Government’s provision of a Scottish Welfare Fund, which has supported more than 8,000 lone parents since 2013, and calls on the DWP to commission an independent investigation to examine evidence suggesting that its staff are pressurised into sanctioning people.

*S4M-12544 Patricia Ferguson: 50 Years of SCIAF—That the Parliament recognises that 2015 marks 50 years since the foundation of the Scottish Catholic International Aid Fund (SCIAF), the official international aid charity of the Catholic Church in Scotland; understands that the charity launched its annual WEE BOX Lent Appeal in February 2015, which this year focuses on the effects that climate change is having on small-scale farmers in developing countries, with extreme and unpredictable weather pushing people further into poverty; notes that the people of Maryhill and Springburn raised £9,344 in last year’s appeal, and encourages people to continue to donate to SCIAF during Lent 2015.

*S4M-12543 Elaine Smith: St Patrick’s Day Festival, Coatbridge—That the Parliament welcomes the 2015 St Patrick’s Day Festival in Coatbridge, which runs from 27 February until 14 March; acknowledges the large Irish diaspora in the town; understands that a wide range of events will take place throughout the festival, including lectures, quizzes, Gaelic football and music concerts and recognises that the festival will conclude with a family fun day on 14 March; considers that the festival brings economic, social and cultural benefits to the town; congratulates the organising committee, who, it considers, do an excellent job each year of bringing all events together, and wishes them every success with the celebrations.

*S4M-12542 James Dornan: A Barnett Formula for Scottish Football—That the Parliament notes the comments by Charles Barnett and the former chief executive of both Aberdeen and Everton football clubs, Keith Wyness, who have recently argued that, in order to continue with the development of the sport at all levels, Scottish football should be getting more cash from TV deals; notes that Mr Barnett has suggested that football in Scotland is worth 10 times more than the current TV rights have secured; believes that this means that its clubs are being short-changed and that, if it continues on this path, the game in Scotland could fall behind that in England; notes the development plans that have been put in place by clubs across the country that aim to ensure that young people are inspired to play and that those who do move on to a higher level in the sport are given appropriate support; believes that this work will help to secure the future of football in Scotland, but considers it imperative that the clubs are given their fair share of resources from the TV rights deal now.

*S4M-12521.3 Willie Rennie: Protecting Public Services and Boosting Scotland’s Economy—As an amendment to motion S4M-12521 in the name of John Swinney (Protecting Public Services and Boosting Scotland’s Economy), leave out from "condemns" to end and insert "notes the publication of the Scottish Government’s new economic strategy and the abandonment of its previous policy to anchor its approach to the economy on a cut of 3p in the pound on corporation tax; further notes that the economic policy of the UK Government has created six times as many jobs in Scotland in less than a quarter of the time compared with the projections for the now-abandoned Scottish Government policy; understands that the Scottish Ministers defended to the Scottish Information Commissioner their right to withhold information on the cost in lost revenues of their corporation tax cut, including on the grounds set out by an official that it ‘may lead to opposition parties starting a debate’; considers that, now that the policy has been abandoned, ministers should publish the information on the lost revenues for the initial years of implementation forthwith; calls on the Scottish Government to indicate if its U-turn on corporation tax now means that it will support an increase in the corporation tax paid by banks in order to increase the contribution of the banking system to balancing the UK’s books, and further calls on the Scottish Government to change its position on a further aspect of creating a fairer society and to support a further cut in income tax for those on low and middle incomes by raising the personal allowance to £12,500."

*S4M-12521.2 Jackie Baillie: Protecting Public Services and Boosting Scotland’s Economy—As an amendment to motion S4M-12521 in the name of John Swinney (Protecting Public Services and Boosting Scotland’s Economy), leave out from “condemns” to end and insert “ rejects the UK Government’s failing austerity plan as set out in the Chancellor’s Autumn Statement; understands that the Office for Budget Responsibility has warned that this would take public spending back to a share of national income not seen since the late 1930s, before the NHS came into existence; notes that the Institute for Fiscal Studies has said that this would entail cuts on a colossal scale and has raised concerns that this could involve a fundamental reimagining of the role of the state; calls on the UK Government to instead adopt a different, fairer and more balanced approach, which involves a reversal of its £3 billion-a-year income tax cut for people earning over £150,000; recognises that a UK Labour government will ban exploitative zero-hours contracts, with rules introduced to give new rights to employees on these contracts; recognises the crucial role of the oil and gas industry to the success of the Scottish economy; notes that full fiscal autonomy, Scottish-only taxes for Scottish-only spending, would mean billions of pounds of cuts, and therefore rejects full fiscal autonomy in favour of the continuation of the Barnett formula to protect Scottish public services."
