Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

*S4M-01622 Fiona McLeod: Honour Bestowed on Flight Lieutenant Duncan McCuaig DFC—That the Parliament notes the recognition given to Flight Lieutenant Duncan McCuaig DFC, originally from Killearn, who sadly lost his life on 28 September 1944 while flying on a reconnaissance mission over Bremen; notes that, as a reconnaissance pilot flying solo in a small, unarmed Spitfire, Duncan took photographs that enabled the army, navy and air force to plan battle strategies; further notes that Duncan who had just successfully shot photographs of the Focke-Wulf factory in Bremen was shot down and killed, at the age of only 24, while returning with this vital information; welcomes the honour bestowed on him by RAF Benson by the rededication of its spitfire gate guardian on 23 November 2011, which depicts the colours and markings of Flight Lieutenant McCuaig’s aircraft, and further notes that the proud daughter of this brave and distinguished pilot, Karen McCuaig MacDonald from Bearsden, was in attendance.

*S4M-01621 Humza Yousaf: Quality Scotland’s 20th Anniversary—That the Parliament notes that Quality Scotland, a member-based national charity that promotes continuous improvement, quality and organisational excellence across Scotland in the private, public and voluntary sectors, is celebrating its 20th anniversary; notes Quality Scotland’s role as the national partner organisation for the European Foundation for Quality Management (EFQM) in Scotland, which, it understands, is the most used performance and organisational improvement framework in Europe; believes that there are strong links between quality assessment and awards processes and the monitoring and evaluation of successful preventative spend approaches; considers that Quality Scotland does work to help organisations throughout Scotland achieve and be recognised for excellence and, by doing so, gain real and sustainable competitive advantage; notes in particular what it believes to be the success of the voluntary sector network of Quality Scotland, which involves major charities such as Barnardo’s Scotland, Cornerstone and Alzheimer Scotland, in spreading the excellence message through the voluntary sector; agrees with Quality Scotland that excellence should become a defining national characteristic of Scotland; thanks all those in the private, public and voluntary sectors in Scotland working to deliver excellence, and commends Quality Scotland and its members for its work to support and promote widespread use of robust and effective measures and benchmarks for quality and excellence in Scotland.

*S4M-01620 Shona Robison: Delivery and Legacy of the Commonwealth Games—That the Parliament notes the good progress being made by the Games partners to deliver the 2014 Commonwealth Games on time and on budget; welcomes the view of the Commonwealth Games Federation’s first Evaluation Commission that Games planning is on course and that the Games partnership is a strong one; recognises the tangible benefits already realised through collaborative working between the Scottish Government and its many partners, and recognises that the current and planned activity will maximise legacy for the whole of Scotland from both the London 2012 Olympic Games and the 2014 Commonwealth Games.

*S4M-01619 Liam McArthur: Citizens Advice Scotland Highlights Unfair Delivery Charges—That the Parliament welcomes the campaign by Citizens Advice Scotland and its bureaux across the country to tackle unfair delivery practices for consumers in remote and rural areas; notes the publication of Free Delivery*, the report from Citizens Advice Scotland, which notes that consumers in rural and remote areas of Scotland are often refused delivery or charged more than people in urban areas when ordering goods online; supports Citizens Advice Scotland in urging online retailers to ensure that they comply with the law on distance selling, reform their delivery policies so that any charges are kept to a minimum and are based on actual costs incurred and offer delivery via the Royal Mail wherever possible, and believes that the Royal Mail’s universal service obligation must be maintained in order to protect rural and remote consumers from high costs for delivery.

*S4M-01618 Humza Yousaf: Lightburn Hospital to Remain Open—That the Parliament welcomes the Scottish Government’s decision to overturn plans by NHS Greater Glasgow and Clyde and Glasgow City Council to close Lightburn Hospital in Glasgow’s east end; considers that Lightburn Hospital provides a valuable service of rehabilitative care for older patients, including specialist units for stroke and for those with Parkinson’s; recognises what it considers the incredible amount of work done by the Save Lightburn Hospital campaign group, who collected 14,000 signatures in support of the hospital, and believes that this decision is a testament to their excellent grassroots campaign.
