Section F: Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols

  • Asterisks before the motion or amendment number indicate a motion or amendment published for the first time
  • Asterisks also identify alterations to the text of a motion or amendment made since it was first published
  • A hash symbol identifies motions eligible for debate at Members’ Business
  • A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support
  • An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.

Any questions in relation to this section should be directed to the Chamber Desk

New and altered motions and amendments

*S4M-01585 Nicola Sturgeon: Integration of Health and Social Care—That the Parliament recognises the improvements achieved in terms of adult health and social care services since it was established; further recognises, particularly with regard to the needs of Scotland’s older people, that the integration of services needs to be improved to deliver better health and social care services; notes that the cornerstone of reform should be nationally agreed outcomes and that these reforms will be judged by the delivery of specific goals, such as reducing the number of delayed discharges, which directly impact on the health and care experience of older citizens; notes that services should be characterised by strong and committed clinical and care professional leadership; notes that NHS boards and local authorities will work together to produce integrated budgets that will bring to an end the cost-shunting between the NHS and local authorities that currently occurs, and notes that the Scottish Government will continue to work with partners in the NHS, local government, the third and independent sectors and professional bodies to take these reforms forward.

*S4M-01576 Liam McArthur: Tina Wood Bears Olympic Torch for Orkney—That the Parliament congratulates Tina Wood from Orkney on being named one of the first Olympic torch-bearers ahead of the London 2012 games; considers that her successful nomination reflects the enormous contribution that she makes to community life in Orkney through representing the islands at swimming and her talent as a musician, playing both in the Kirkwall pipe band and her family’s ceilidh band, Kirkjuvagr; notes also what it believes to be her dedicated work in supporting adults with additional support needs; believes that she is an excellent ambassador for Orkney; understands that the islands are proud of the part that they will play in the torch relay in June, and wishes Tina and the other 7,999 torch bearers all the best on what it believes will be a unique and memorable occasion.

*S4M-01575 Alex Salmond: Appointment of Junior Scottish Minister—That the Parliament agrees that Derek Mackay be appointed as a junior Scottish Minister.

*S4M-01574 Kevin Stewart: Proposed DVLA Closures—That the Parliament condemns the UK Government’s proposals to close Scotland’s five Driver and Vehicle Licensing Agency (DVLA) regional offices; disagrees with the opinion that centralising services in Swansea will mean a quicker turnaround time that will meet customer needs, and calls on the UK Government to retain the offices in Aberdeen, Dundee, Edinburgh, Glasgow and Inverness.

*S4M-01573 Dennis Robertson: Ciara Ennis as Olympic Torch-bearer for North East Scotland—That the Parliament congratulates Ciara Ennis from Huntly on being named among the torch-bearers who will carry the Olympic flame across part of Scotland’s north east on 11-12 June 2012; understands that her nomination is in recognition of the charity work that she has provided to her community, which includes a £1,600 donation for the Children’s Hospice Association Scotland and a £1,500 contribution to the Royal Aberdeen Children’s Hospital; considers that the north east of Scotland will be honoured to be represented by such a commendable youth in this historic event, and further considers this an opportunity to applaud Ciara on what it considers her impressive personal achievements and service to Aberdeenshire West.

*S4M-01524.2 Alison McInnes: Offensive Behaviour at Football and Threatening Communications (Scotland) Bill—As an amendment to motion S4M-01524 in the name of Roseanna Cunningham (Offensive Behaviour at Football and Threatening Communications (Scotland) Bill), leave out from “agrees” to end and insert “does not agree that the Offensive Behaviour at Football and Threatening Communications (Scotland) Bill be passed because it considers that the Scottish Government has failed to sufficiently make the case for new criminal legislation in this area; believes that other, non-legislative approaches, including educational measures and collaborative working between police, football clubs and football authorities, are more appropriate to address the problem of offensive behaviour in Scottish society, and therefore calls on the Scottish Government to work constructively with the Parliament and all interested groups to develop a long-term solution that will eradicate sectarian behaviour in Scotland.”
