That the Parliament notes with regret the recently reported comments by President Xi of China at which he stated that Taiwan “must and will be” reunited with his country and that Taiwan "must understand that independence will only bring hardship"; believes that the Chinese Government has said that it wishes to reserve the right to use force and to "reserves the option of taking all necessary measures" against any external force that interferes with the unification and enforcement of China's "One country, two systems" plan, which would see Taiwan treated on a similar basis to Hong Kong; understands that President Tsai Ing-wen of Taiwan has stated that her country would never accept unification on such a basis; supports her in these comments, and calls for continued peace between China and Taiwan.

That the Parliament congratulates the Celtic FC Foundation on raising £240,000 through its 2018 Christmas appeal, its most successful to date; notes the contribution by Celtic supporters, the staff, manager, players, directors, trustees, partners, sponsors and funders; further notes that 466 families were supported through the festive period; understands that 50 local pensioners were supported through the provision of supermarket vouchers; further understands that 20 organisations, which provide support children, the homeless, those living in refuge, refugees and those facing other challenges, primarily in Glasgow and the west, but also in Belfast, Dublin, London and Ottawa, were also supported; believes that 788 local children also enjoyed three Christmas parties at Celtic Park at which they received gifts, and thanks the private donors that funded the parties, while also assisting the foundation to distribute over 650 brand new toys and gifts.

That the Parliament understands that Taiwan has set ambitious targets to reduce its greenhouse gas (GHG) emissions; believes that the country has introduced climate change action guidelines, both a GHG action plan and emissions control action programme, amended its air pollution control legislation and made a commitment to help to achieve the 17 sustainable development goals that are associated with tackling climate change; understands that Taiwan is pursuing renewable energy capacity and is hoping to attract foreign investment to develop offshore wind farms; believes that Taiwanese and Scottish renewable energy-related companies could further co-operate in this regard; considers that both the UN Framework Convention on Climate Change (UNFCCC) and Paris Agreement highlight the global nature of climate change; calls for the widest possible participation of all countries in order to achieve an effective and appropriate response; considers that Taiwan’s inclusion in both schemes could help meet the aims and spirit of the treaties and help bring climate justice; supports the idea that the country should be allowed to participate in the global mechanisms, negotiations and activities that promote the implementation of the Paris Agreement, and considers that it should be invited to participate in the 24th session of the Conference of the Parties of the UNFCCC.

That the Parliament commends the SFA and BEMIS Scotland on the success of their partnership, culminating in the Multicultural Football Festival, which was held on 27 October 2018 at Toryglen Regional Football Centre to celebrate the Year of Young People; notes that 22 diverse teams and over 200 players from diverse backgrounds across Scotland participated in this unique annual event; understands that the festival is the latest outcome of the positive cooperation between BEMIS Scotland and the SFA aimed at increasing inclusive participation of diverse communities in all aspects of football, locally, regionally and nationally, including involvement in playing, training, coaching and volunteering, as well as providing opportunities to use football as a means to celebrate active citizenship, community cohesion, health and inclusive community spirit; acknowledges that the festival is part of the Year of Young People 2018 national programmes delivered by BEMIS Scotland and the SFA to celebrate Scotland and its diverse young people; highlights that the aims of the collaboration and the Multicultural Football Festival are to celebrate diversity and equality and the promotion of active citizenship for young people, and shares BEMIS Scotland and the SFA’s message of an equal, fair and responsive Scotland where its youth and inclusive national identity are cherished.
