Calling on the Scottish Parliament to urge the Scottish Government to support the setting up of an independent expert group to consider and recommend institutional and regulatory options for issues relating to the provision of competitively tendered Scottish ferry services under EC law.

6 September 2011: The Committee took evidence from Professor Neil Kay and agreed to refer the petition to the Infrastructure and Capital Investment Committee, under Rule 15.6.2, for further consideration of the issues raised in the petition as part of that Committee’s subject remit. Link to Official Report of 6 September 2011 

5 October 2011: The Infrastructure and Capital Investment Committee considered a petition by Neil Kay on governance of essential ferry services and agreed to discuss the issues it raises with the Minister for Housing and Transport in a forthcoming evidence session on the Scottish Government's Ferry Serices Review. Link to Official Report 5 October 2011

9 November 2011: The Infrastructure and Capital Investment Committee agreed to the withdrawal of a petition by Neil Kay and formally closed the petition. The Committee also agreed to consider issues related to the processing of petitions. Link to Official Report 9 November 2011
